is chance of getting visa related to the city you apply for?

guys i was wondering if chance of getting visa for Newfoundland and ontorio or ottawa are the same coz i heard for the main states it's harder to get visa!!!

They are all part of Canada, and Immigration is processed federally (except for Quebec) for everyone. The Province makes no difference.

yup only Quebec needs a certificate of acceptence other then that evrythng seems the same
