is Buffalo office = NY office?

hi!

is Buffalo office = NY office? found some people said their files have been transferred from Buffalo to NY ? but some said they sent application thru Buffalo NY? what's the difference? according to the cic office international, cannot find NY office offically? is it an internal office?

because my file is now under Buffalo's office processing, wondering if all files will be transferred to NY, or other office..
