Is Bachelors Degree (3 years) canadian equivalanece eligible for FSW in 1123 NOC

Hi,
I got my assessment report from WES for my 3 years bachelors degree from India and the report says it's equivalent to Canadian Bachelors (3 years). Does it mean I get 21 points and still can apply for FSW? I'm planning to apply in 1123 NOC. I heard from someone that only Masters students are eligible to apply for FSW? Is that true?
