Is an 'approval letter' required to enter Canada with Super Visa?

I hired a lawyer for the super visa process for my parents because it was rejected before. The visa's been approved this time, and my parents sent the passport for the stamp and got it back as well. The lawyer's telling me that IRCC should send another letter that looks something like below. It's been over a month, which exceeds the expected waiting time for the approval letter, so I called IRCC for help, and IRCC is advising such letter is only required for work and study permit. However, the lawyer's sent an example letter and said it's required. Is the letter required or not? If someone could please share their experience with super visa, that'd be great.
