Is academic transcript mandatory for getting WES report?

I thought it is mandatory, but I got mine without providing the academic transcript. Now I'm confused. Planning to do it for my wife.

I am not sure how you got with out transcripts, my experience , with out them you wont get WES report. Curios to now what documents you submitted as part of your report. Is your university directly send the documents to WES by an chance ?

Transcript/marksheets are mandatory for ECA.

For China it requires degree certificates and academic transcripts sent to WES by CDGDC (kind of a degree center). CDGDC provides certificate on degree certificates much faster than academic transcripts. WES issued my reports once received the degree certificates certification from CDGDC while the academic transcripts were not ready by then. So I cancelled the verification of transcript with CDGDC and got some refund

I don't understand why transcript is needed because it seems doesn't help proving anything.
