Is anyone having issues logging in? Is the website down? We are not able to work on the application.

Yes, It's down (went up for like 20 mins) then down again ...

They are facing issues with their Database server ( max-connections limit)

So my previous refusal will not cause any issue? My husband is canadian citizen the officer thought our relation isnot genuine so refused it

I didn't say that. It depends on why you were refused, but there's no reason that you can't apply.
