I am refugee claimant who applied for PR this August, Can I still invite my parents? I know it is very low chances but wondering if I am still eligible?

Really dependent on why you claimed asylum, your parents ties to their home country, their travel history, their financial status and any issues currently in their home country. No harm trying.
