Hello,
Have you seen situations where the interview (Family class sponsorship/Outland) was scheduled even if the GCMS notes recommended the interview to be waived? The last notes that I ordered did not mention anything about this.

Hi ,
your posting has a bit of contradiction , has any of your notes clearly mentioned Interview waived , or because your notes didn't show Interview required you assumed it's waived ? CIC can decided to call for an interview at any time of the process up to the last second .

The first set of notes mentioned "Interview recommended to be waived".
The 2nd sent of notes was identical to the first set, no mention about any new issue.

I read a posting where CIC asked for an interview mentioning as the reason "quality assurance program"

I don't think you will be called for interview since its recommend waived .
I'm going on the 9th moth and ordered 3 sets of notes , last one received last week , no mention to interview waived or required in any of the notes.
 
My opinion is that if you have been called to an interview that your interview is not to do with eligibility, but something else that they may have a concern about.

I have seen other cases where eligibility and interview are recommend pass, only for the applicant to be called for an interview several months later due to another concern.
