Interpreter's Declaration - Mandatory (visa office abroad)?

I'm applying for my dad's PR to Singapore visa office and in the guide, there is a page titled " Interpreter Declaration ".

I already got notarized translation for all of our documents.

But I didn't translate the application forms / guide to Indonesian for him.

Is completion of this page mandatory?
