International Student Tranfer from USA to Canada

Hello Readers,
I am Indian national holding F1 student visa in the United States.Still I am learning prerequisite courses since Jun2015.Reason to move there currency difference and they don't allow to work being International student, I have very good experience as electrical designer from GUlf Region around 7 years... Fortunately, I got conditional letter from BCIT college(Vancouver, BC) with ISEP program..... Is conditional letter acceptable for study permit? I have Canadian Tourist visa.. Should I apply study with in Canada? or From USA?

Your study permit cannot be processed within Canada. It needs to be submitted to a visa office outside of Canada. You should apply from the US.

Very confused. You somehow got a job in Canada that came with an LMIA. Are you working? Did you get a work visa? You friend seems to be working in some sort or illegal work visa fraud where they work for free or pay to work and are then provided a T4.
