International student studying PhD

Hi Everyone,
I am currently a PhD student at university of Alberta who completed 3 years of the PhD program. So based on the new changes on cic website, I should get 30 points for completing one academic year of PhD. But on the express entry profile there's no question for this under the education. They only asks about if you have been awarded a Canadian degree. Could you please help me clarifying this? or guide me how can I claim the 30 points?

I think you misunderstand. You need to complete a Canadian program (eg. PhD in your case) before you can claim 30 points.

Not sure, same situation, It is stated one academic year

You can now earn CRS points for study in Canada above high school.
you can earn 15 points for a one- or two-year diploma or certificate
you can earn 30 points for a degree, diploma or certificate of three years or longer, or for a Master’s, professional or doctoral degree of at least one academic year."

The above "At least one academic year" refers to the length of your (Canadian) Master/Phd program. You need to complete the program (i.e degree certificate has been awarded) in order to claim 30 points.
