i think western union is for receiving money in india.
Usually students transfer fees by wire transfer as its quite safe and fast.

western union also transfers money abroad but that will be too expensive.
you just need to go to the main branch of your bank and ask them for wire transfer . wire transfer is also called swift transfer.
remember sub branches of the bank don't have this facility you will have to go to the main branch. go with a blank check with the signature of the account holder. this will help.

1. Contact your college,Get the details for Wire transfer.(Account details,Bank Name etc)
2. Go to the bank in which you have account.Inquire them about it. Usually banks will have a branch called Foreign branch (this is how they refer to it internally) for Wire transfers. Only that particular bank can do Wire transfers. It is always better to transfer money from Public banks as the rates are less compared to private ones.

If you need to defer your admission to the M. Eng. (SOEN) program to January 2014; you will need to send a letter requesting a deferral with the reason. An international money order or bank draft payable to Concordia University in the amount of $25 is needed.

I donot think its same.
please ask them the details particularly for wire transfr.
It will hav account number, bank name and other details like the one scotia bank mentioned for gic
