- Ghana (except relative adoptions and children with special medical needs)

- Iran
- Iraq
- Kenya
- Kuwait
- Laos
- Maldives
- Mozambique
- Pakistan – archived
- Paraguay
- Russia – archived
- Saudi Arabia
- Senegal
- Swaziland
- Tajikistan
