Interim pathway for Caregivers program

I have a querry regarding INTERIM PATHWAY FOR CAREGIVERS.
I'm wondering if LMIA is mandatory for this program.
I have one year full time experience as a Home Support Worker in Canada,I am not sure if I am eligible for it.

Experts help me if LMIA is mandatory to apply for this program.
