I cant see anything on the forms that says exactly how my wife will apply inland or outland, do they figure this out by looking at addresses?

The forms are here: Inland: http://www.cic.gc.ca/english/information/applications/spouse.asp This is referred to as the "Spouse/Common-law Partner in Canada Class" application for permanent residence. Outland: http://www.cic.gc.ca/english/information/applications/fc.asp This is referred to as a "family class" application for permanent residence.
