We are in the last stage of our application and hope to send it in tomorrow,
but there is still few things confusing us. Do my husband and I should complete each a check list form
or just one for the two of us? Also, should we put N/A when something in the check list does not apply to us or just leave it
empty?

I was looking over your's and your husband's history, including his meeting with CBSA. I understand they wanted to see him apply for PR, and would not ask him to leave the country if/when your app reached AIP.

Before you send the application in, you do know that at this time, it's at least 16 months to AIP when applying Inland?

Depending on where your husband is from (I didn't get that far in the notes), you might have his PR completed in a much shorter time by applying Outland. Have you considered that? You would have SA (sponsor approval) in about a month - something that CBSA would probably accept in lieu of Inland AIP. Outland apps, where the principal applicant is already residing in Canada, are taking less than 13 months. You can apply outland with your husband residing in Canada. That's what my wife and I did (I'm the PA).

Also, if you apply Inland, you CANNOT appeal a negative decision. If your husband isn't approved, he'll have to leave Canada, and you'll have to start over applying Outland. However, you CAN appeal a negative Outland decision.

I know this situation is very stressful. I'm just hoping to give you some "food for thought".

I will never be able to sponsor him.
 
Your husband DOESN'T need to leave Canada to apply Outland!! In fact, CIC prefers that you do it that way. That's why Outland apps take a much shorter time to approve. The workload is usually distributed to Visa Offices in the home country of the Principal Applicant, taking the load off of a very overworked CPC-Mississauga office.

I'm US citizen, here in Canada as visitor, with my Canadian citizen wife. I reside here, in southern Alberta. My Outland PR app will in all probability be approved before my visitor status runs out. I'll apply for an extension IF I need to.
