i have 16 years Qualification. Done my bachelors in engneering in 2016
i have 6 years of experience in an IT Feild.
i want to know what are my chances to qualify for the provisioonal Nomination Program?
and how much ielts bands are required for that?

Are you eligible for Express Entry? You need CLB7 in all areas and ECA for your education. If not then PNP chances are very low without job offer.

I have only done the bachelors not the masters my age is 30
i calculated my points on the calculator on canadian immigration page i was getting 355 points.. 355 points are enough for the express entry or PNP should be the better option?

CRS of 425 is too low for EE. Are you even eligible with 67 points for EE with a bachelors? This is not the CRS points. Research each PNP program and find out if eligible.
