The rules that kicked in for citizenship in 2014 removed the ability to claim credit for any time pre PR. Only post PR time could be counted. So under the new law he would not have had enough residency days to qualify. This only works if he got in under the old rules.

It's possible they are acting on that error. I would say that anything is possible at this point.
There is no question about his citizenship. His whole family got citizenship at the same time. They also had a lawyer at the time. Everything was done by the book, no question about requirements. I don't know about these laws you're mentioning but the Canadian government certainly isn't stupid enough to make a mistake 4x over and a Canadian lawyer also making the same mistake.

We thought it was really weird too. I've been following the forums closely and haven't come across anyone going through this. Sponsor has been a citizen since 2015, PR since 2012 and in Canada under other legal statuses since 2002. It's not their role to question his citizenship.
I doubt it was possible to become a citizen in 2015 after PR for three years only. The waiver allowing credit for time spent in Canada before PR came when Liberals came into government in 2015. Something may not be right with that citizenship application.

The changes to the rules introduced in 2014 removed the ability to claim pre-PR time and also increased the residency requirements by a year.

The Liberals then reversed these changes.

In this case, it is possible that the sponsor applied for citizenship in early 2014 under the "old" rules where credit was given for pre-PR time and was approved / took the oath in 2015. So the math can in fact work.

Granted. It is still possible that the applicant did not meet the residency requirements for citizenship in 2015. We don't know enough to tell why IRCC is asking questions.
