I have already applied for a visitor visa to visit canada for my birthday in december. Meanwhile, I have received an admission from a Canadian university. Since my visitor visa application is still in progress, I am considering starting my study permit application before a decision is made on the other. and what can i do

Is it feasible? What are the odds?
 
The two are different processes so apply for a study permit. Does university studies start in January. Where are you applying from.
 
yes it does im in Haiti and in IRCC the processing time is 4 to 5 weeks, it mean that i can do both or? do i add that i already have a visitor visa in process?

If you have PAL or CAQ, you can start study processing with proof of funds ($21k plus tuition). You can say you have a TRV in process. You don't want to enter Canada until study permit is approved because if you enter on TRV, you would have to leave Canada and then re-enter as a student.

Remember processing times are estimates so most likely will take longer to process. Plus it doesn't factor in times for biometrics, medical and passport stamping if approved. Have you completed biometrics and medical? Where do you get a medical in Haiti?

Get a medical done now. It is called an upfront medical and will not delay your application. If you don't then could take weeks to get an appointment. Already cutting it close for January intake.

so get the medical now and apply for the student permit even tho i have the visitor pending? is it not going to affect the outcomes? and what if i want to withdrawn even if they didnt process the withdrawal i apply for the other one?

You don't need to withdraw your TRV because study permit may not be approved. If you really want to withdraw TRV then your choice.

Your study permit may be refused. It is not guaranteed. So if you still want to visit Canada then don't withdraw.

but the student permit i have a financial support from my sisters who's literrally is taking care of me and i do think she show funds

How old are you? Do you live with her? If she has a spouse and other children, then she wants to show much more than the proof of funds listed to show she can support her own family as well as your studies.

Are you studying in Quebec with CAQ?
