My husband is a Canadian citizen and I am a PR in canada. I am planning to deliver my baby in Singapore.What is the process for getting temporary passport for my baby.

Should I apply for proof of citizenship first and then apply for temporary passport or can I raise the request simultaneously.

Basically both work but best to check in with the High Commission consular section to see how they prefer.
 
I disagree with almost all of this (and bad and potentially expensive advice):
-IDENTIFY THE CHILD AS A CITIZEN at the border. On basis of parent's citizenship and child's birth certificate (parentage), they will NOT refuse the child entry (citizens cannot be denied entry, and that information will be sufficient to show presumed citizenship (as long as parent can reasonably show that was born in Canada or naturalized).
-No citizen should renew 'visa' entry and it will likely not be granted.
-Repeat again: a child who can show presumed citizenship (as above: birth cert with parentage, parent's proof of citizenship, copy of citizenship cert app) will almost certainly be granted healthcare (possibly on temporary basis). Many provinces will give healthcare to children of citizens who are in Canada anyway (regardless of status). CHECK WITH THE PROVINCE IN ADVANCE.
I agree with this. I am currently out of canada and contacted the Canadian consulate here and they mentioned they cannot issue a visa for the baby as its Canadian. The only way is to apply for an E- Canadian citizenship online and use that as proof and then apply for a interim passport.

Once we are back to Canada and Citizenship gets approved for the baby, we can apply for a regular passport for the baby.

This may be what you meant so I'm just going to make explicit: in all cases I'm aware of, the consulates/consular sections will issue a passport (probably temporary eg one year) including on basis of having a copy of the application for citizenship certificate (and the related documentation like proof of parentage). They may want to see proof of travel plans (esp if urgent).

[That said some reports of citizenship certificates being approved/processed more quickly, so maybe that's less important now.]
