Indian visa for my son from indian consulate in toronto

Hi I am looking for help in regard to indian tourist visa for my son, indian consulate in toronto is closed for walk ins and not processing any files but BLS days you can contact them via email to which they dont reply and they dont answer phone calls. Does anyone know what is the process to get tourist visa at this moment from indian consulate in toronto
