Means we won't get the AIP's and our applications will be treated as how they use to handle before pandemic. But, not sure about the timeframes.

My brother has applied last week and going for biometric tomorrow (Fab23)
He has applied for May 2021 .
Online it shows 9-10 week is processing time.
Will he get decision on his file before May 2021 or not ?

Nobody can answer that question at this moment. People from Sept, Oct, Nov, Dec are still waiting for a response on their applications. I would not rely on the processing time they showing on the website. Tbh, it feels like it depends on your luck how fast your file will move after Biometrics.
