Indian resident FSW applicant asked to send passport to VAC in New York (NYC)--Is there a mistake?

Hi friends,

It's been a long while and I hope you are all well. I'm posting this question on behalf of a friend of mine who needs to complete the following to receive his COPR

Today, he received an email in his application portal from the Consulate General of Canada in New York and was asked to submit his and his family's passports, photos, and updated Appendix A (Updated Information Chart) form to

Visa Application Centre – New York
145 West 45th Street, 4th floor
New York NY 10036
U.S.A.

However, my friend is an Indian citizen and resides in India, so he found this requirement strange; plus I think there's some sort of rule that you aren't supposed to courier your passports outside of India.

Is this a mistake on IRCC's end? Anyone in a similar situation? What should he do?

I am updating this thread in case some one else had this same sitaution.

Resolved: My friend ignored the instructions to submit his passport to NYC, and submitted it to the VFS centre in Bangalore. The package was accepted and he has got his COPR.
