Its simple. Give BLS a call and they tell you the full procedure. If your passport is not issued from Dubai, you need to get a pre-approval from the consulate. You will get the PCC in a weeks time. They have normal as well as a VIP service. Your best bet is to call BLS and they will tell you the full process.
I have already applied via BLS on May 29th. They are saying that the applications are with Indian Consulate and Indian Consulate is not being very helpful or responsive .Mine and husband's passports have been issued in Dubai so don't know why clearance is taking such a long time.Will go to the consulate tomorrow and check!
