@sunnymks hi dear

As per my knowledge first of all you must have the Indian Driving License, then before leaving for Canada you can apply for the Recommendation letter by which you are talking about (Technically that is called the Verification Letter in the DTO/RTO Office). As per the rules there is no charges for this if we apply for the same by in-person but we will have to wait at least 10-15 days sometime even more than this. But if you apply through any of the agent they will charge nominal charges (Their Personal Fee) about 300-400 INR for a license, and you can collect the same from them within 2-3 days I guess.

And post landing you are allowed (as shared by a couple of persons) to drive on your current driving license (the indian Driving License) for 6 months and after that period you should appear in the Test conduct by the Canadian Government to obtain the driving License, and your Indian license will no longer be valid after the 6 months of period post arrival.

Hope this helps.

In my point of view Delhi to Heathrow then Heathrow to Montreal by British Airways

Or Delhi to Istanbul(Turkey) then Istanbul (turkey) to Montreal by Turkish Airlines
