On e-cas, the definition of In Process is "Your file has been sent to the Citizenship and Immigration Canada (CIC) office closest to your home for processing." If that's true, why is there a second notification maybe weeks or months later that says when and where the file was sent?

Hi,

In process means that they opened your application and started working on it. They need to do background checks and a first review in Sydney before sending it to your local office.
