This is a quote out of the Operational Manual for Processing Temporary Resident Extensions.
Hopefully this verifies my statement or clears up confusion for future inland applicants.

I actually sent PR app + OWP since I already had a post graduated OWP, but saw other postings indicating to send both. Well I guess it's good to have people like you in this forum
