I have been living in canada as a temporary resident for a year and a half and was just granted permanent residency inland at the montreal office. How do I import my personal belongings. I cannot accurately make a detailed list of my items to bring over for "Items to Follow" because i haven't been home in almost 2 years to see what i have to bring and what not to bring. My hometown is only an hour away in the States. What should i do? i also cannot go home for 2 months because i do not have my PR card yet. This is frustrating and I need help. I dont need guesses. I am hoping that someone has been in the same situation I have that can tell me what they did to get their stuff over and not pay taxes/duties!

The items can be listed into broad categories like clothes, furniture etc and value can be assigned based on your best estimate. But they do want to see serial number for large electronics like TVs and also VIN numbers for any vehicles and these need to be listed separately. It is also a good idea to have precious jewelry evaluated professionally.

As to returning from US without PR card, you can do it using simply your passport and COPR when traveling by road in a private car (your own or rented). You only need a Visa/PR card if you are traveling by a commercial carrier like a plane. If you are a US Citizen with US passport, you don't even need that.
