Importing luggage - RO out of compliance

I'm planning to enter Canada even though I am out of compliance for RO.

If I'm NOT reported at the port of entry, and I later have my luggage shiped to Canada, will it trigger a CIC enquiry into my RO obligations due to luggage customs processing?
