Important fault on imm5257 Application form

Application form section 9 , If your residence is in another country than your citizenship ,
and if you want to apply from your country where you have citizenship ,
form asks for start and end dates for citizen. Somebody can explain or solve this situation?

Leave the end date blank if your citizenship does not expire.
