Hello,

So, I have moved to Vancouver, BC to study at UBC in August this year (2016) using a PR travel document since I have been out of the country for the past 5 years. My PR card expired while outside and now that I have entered Canada I understand that I cannot leave without one.

My main problem over the past few months is applying for a photo health card and a driver's license with ICBC.

What's stopping me is having a valid piece of ID (which in this case would be a valid PR card) and so my question is about applying for a PR Card. I was initially planning on waiting 730 days before applying for a new one, however, I find it hard to believe that I won't have a health card or a driver's license for this long period of time. Thus, I was considering re-applying but in the back of my mind, the possibility of having my status as a PR revoked is something that is worrying me.

So, if I was to apply for a new PR card, the benefit of this is that I can use the confirmation that I have applied for a renewal to get a health card and a drivers license, but then I would face the problem of them processing my application, seeing that I haven't been in the country for 730 days even though I immigrated back in legally, and then revoking my status as a permanent resident. Would this be a reasonable risk or is this never going to happen?

I really need some advice and I know this case is very specific and detailed but any advice is really appreciated since I have no idea how good of an idea this is. I was thinking of adding a letter or a photocopy of my passport to the application to further explain the situation but I'm not sure.
 
It's been noted time and again that contact with IRCC at any point in time can trigger a residency review. My feeling is applying for the card is a risk and could result in a review.

If you did not have not completed 2 our of 5 years, how was PRTD issued? Was it on H&C grounds or something else? Or, is it when you applied PRTD, you completed 2 years and then applied and now currently you are not eligible looking back 5 years that you have not completed your 2 years, correct?

When i immigrated to Canada in 2011, i was issued drivers licence (paper copy without photo) on the basis of landing document and they told me that once I receive my PR card, they will issue me a proper drivers licence. When i received my PR card, I got the proper licence. I am not sure if you would be able to do it now a days or not.

It's recommended to complete 730 days and give extra buffer of 1 to 2 months and then apply for pr renewal.

If you want to proceed to apply for drivers licence/ msp care card/ pr card renewal, consult a good lawyer before proceeding.

How was the PR TD issued? If it was on H&C reasons (i.e. if you were removed from Canada as a minor) and has code RC-1 on it, that overcome the previous violation of residency obligation and allows you to apply for PR card renewal immediately upon returning to Canada.
