So, I have moved to Vancouver, BC to study at UBC in August this year (2016) using a PR travel document since I have been out of the country for the past 5 years. My PR card expired while outside and now that I have entered Canada I understand that I cannot leave without one.
My main problem over the past few months is applying for a photo health card and a driver's license with ICBC.
What's stopping me is having a valid piece of ID (which in this case would be a valid PR card) and so my question is about applying for a PR Card. I was initially planning on waiting 730 days before applying for a new one, however, I find it hard to believe that I won't have a health card or a driver's license for this long period of time. Thus, I was considering re-applying but in the back of my mind, the possibility of having my status as a PR revoked is something that is worrying me.
So, if I was to apply for a new PR card, the benefit of this is that I can use the confirmation that I have applied for a renewal to get a health card and a drivers license, but then I would face the problem of them processing my application, seeing that I haven't been in the country for 730 days even though I immigrated back in legally, and then revoking my status as a permanent resident. Would this be a reasonable risk or is this never going to happen?
I really need some advice and I know this case is very specific and detailed but any advice is really appreciated since I have no idea how good of an idea this is. I was thinking of adding a letter or a photocopy of my passport to the application to further explain the situation but I'm not sure.
