I need clarification on the following to help out somebody.

The parents of a Canadian citizen with acute Schizophrenia living all by himself in Mississauga and who is on ODSP supports would like to migrate for the sake of taking care of the son. The person is presently being extended case management support by a Community agency but the condition of the client keeps deteriorating day by day.

The elderly parents living in Delhi wants to know if it is possible at all to seek permanent residency on compassionate/humanitarian grounds which they believe would help in the speedy and total recovery of the client. If it is possible, what are the obligations of the parents and financial requirements

It should be possible to get a supporting documents from the social worker from the community agency and the Psychiatrist dealing with the client.
