I have a few question I haven't been able to find the a good answer to, I've searched for weeks on forums and the official websites and I have a clear idea of what I have to do but couldn't find the answer to these questions.

First a little bit about my situation. I live in a European country although I'm originally from outside the EU. My girlfriend is from Quebec and I would like to go live with her. We do not qualify for common partnership but I believe I'm qualified for one of the skilled workers options. I have a masters and over two years of experience in engineering, I speak English fluently (the last time I took the IELTS I got a CLB 8 without studying and I will be taking it in one week hoping to get a CLB 9 with a bit of effort), although I speak no French. I have a visitor visa and I have spent a few days here and there in Quebec over the past year but never for 2 weeks in a row.

The way I see it I have three options:
Option 1) QSW Program:
  • This seems like the right way to do it but I would get 50 points according to several online calculators so not a very high score and it seems to be a very slow process.
Option 2) Common Partnership:
  • I could go spend my allowed max of 6 months in Quebec, apply for an extension and spend a total of one year living with my girlfriend in order to qualify. Taking longer to get PR and wouldn't be able to work but I have enough funds to keep me going for a year and I would spend the time learning French.
Option 3) Express Entry:
  • I understand I can't apply for Quebec but it would be the fastest option. I would get about 450 points, go to Ottawa or somewhere near the border. My girlfriend might be able to relocate or worst case I could deal with a 2 hour drive to go visit her in Montreal instead of having to fly across the ocean.
Now getting to my questions, in no particular order:
  1. Can I apply for EE and QSWP simultaneously? I understand that they are different systems so I don't see why not, is this assumption correct?
  2. It looks like I just meet the minimum points for Options 1, QSW, is that a guarantee that I will receive an invitation or should I aim for a few extra points?
  3. Quebec's website states that I can get an extra point for spending at least 2 weeks there for any reason, do they have to be consecutive weeks? I would imagine so but would like to make sure.
  4. Does anybody have any experience going through the EE and then later on relocating to Quebec? I know that this is frowned upon but haven't read about anybody actually doing it. Did you have any issues when renewing the PR card or applying for citizenship?
  5. If I apply to either EE or QSWP could I go ahead with Option 2 as a back up plan in the meantime? Would this in any way hinder my application(s)?
  6. If you were in my situation what option would you go with? Just looking for a new point of view of maybe something I've missed.

1) Yes, it's a slow process and lots of people here have had negative experience with canceled applications but definitely an option.
2) Yes, this is doable. You could also get married and then she can sponsor you immediately.
3) 450 is too low to be selected for EE. You need 470+ to have a decent chance and even that might not be enough given draws are currently on hold. You'd need to get your points up by at least 20 (more would be better) for EE to be a realistic option.

Easiest option is to get married and then have your partner sponsor you for PR. If the relationship is strong / real, that's the best option.
 
My advice would be: screw Quebec. Everything I have done here immigration wise has been scandalous. My CSQ was 6 months late and got rejected due to a mistake (had to go to a Parliament member to get it fixed). My TRV application took 9 months instead of 1. My work permit application is 5 months late.

My life has been on hold and depressive because of these poor, racist and inefficient immigration processes. I hope you love your girlfriend because PLEASE PLEASE PLEASE, make sure you REALLy want to come here. Because once you are here, you will be stuck in this administrative system and you very likely not have any stability in your life for a couple of years.

I will soon be leaving Quebec because of this and returning to my home country until I receive my PR. You simply cannot have a normal life or career when you have to apply for something every 6 months, and every application takes twice the amount of time that is advertised on the website. You are constantly in between statuses, living like a slave. I am not trying to be hateful. I am just letting you know that you should expect a lot of bad surprises once you land here.

  4. Does anybody have any experience going through the EE 192.168.1.254 and then later on relocating to Quebec? I know that this is frowned upon but haven't read about anybody actually doing it. Did you have any issues when renewing the PR card or applying for citizenship?
