If I have applied for an extension of my work permit and I had a refusal in the past because I was not eligible should I declare this on IMM 5669 when it asks? I applied for an extension but got refused because I was on the IEC and they said that wasn't possible. I know thatnow,but didnt before.

Yes! you should declare it.
 
but it was something i was inelgible for ... as it was an extension and i was already in canada on a work permit. so technically it wasnt a refusal but i should say it anyway?

also, what does this mean:
provide detals of your personal history since the age of 18 or the past 10 years

does this mean everything? such as jobs, holidays, travelling, etc. it doesnt specify jobs so is it everything?

Yes! This is a fact. You can write in the details about the reason for refusal. Are you under Removal orders?
 
Not at all. Im on my second IEC visa and the refusal says I cant extend because I'm only entitled to 2. That was all it said...
 
then no problem - just put yes, and add an explanation of the case. It's important to declare everything, but it doesn't mean that you will get refused - especially in this case.
People that get refused for tourist visa also include the information in the application and it doesn't affect their case, so don't worry about it. CIC probably has the information about the refusal already, so it's best to be transparent and declare everything.

Okay, so you are good. Write it in the details that 'because IEC visa cannot be extended as you are entitled to 2 only and you were not aware of it'.
