If you are sponsoring your spouse for permanent resident then their document checklist mentions including the marriage certificate (so a copy of it would get sent anyway). That point would only apply if you were sponsoring someone other than your spouse since you will not have a co-signer on a spousal sponsorship.

Well when you apply to sponsor, you need a certified english copy of your marriage certificate, regardless of weather your spouse is a co signer or not.

If you are sponsoring your spouse, your spouse is not your co signer

You do not check this item, but you still need to send in a copy of your marriage certificate.
14 is for people who are using their spouse as a cosigner, which you can't do for a spousal sponsorship.
But, you do need to send your marriage certificate to prove you are married, and it is asked for in other places on the form.

Usually, a photocopy is accepted. You need to check your Regional Specific Guide where it will tell you which documents need to be submitted in photocopies or originals. Remember that all official documents (like marriage and birth certificates) need to be translated into English or French, if they are written in a different language. This translation has to be done by a certified translator.
