Yes, she must include him. He is still a dependent child, according to CIC.

I would go even further and put him down as "accompanying".
He can land and then go back home right after.
This buys him 3-5 years to make a final decision on whether to immigrate to Canada.
Young men have changed their minds about such things in the past.
