Filling up form IMM-1295. Have a question w.r.t for Q 2 b) - If you have been refused a visa to Canada or any other country. I had my US Green card Perm petition /Labor certification denied. Is it considered to be a Visa Refusal ?

Hey Ruchitk...Good Morning. Can you tell us what did you find out? Whether is consider as visa refusal? Did you mention that in your PR application

Hello Scylla, PERM Labor certification is kind of the same as LMIA here in Canada...although it's the first step for employer-based Green card steps. Does it really consider a Visa refusal?
