IM1000 and Permanent Residency

My family came to Canada in 1996 as Permanent Residents. We each received the IM 1000 Landing Document while entering Canada. We moved back to Ireland 2 years later where I grew up. In March 2016 I came back to Canada on Vacation. My partner had received an IEC work Visa. The plan was that he would come to Canada and Work for his 2 Years, save up, and come home. My son and I accompanied him to Canada on a vacation, to help him get set up and after a few weeks we were planning on coming home. We still had our house etc in Ireland. While here we decided to stay permanently as we have a much better life here. Using my Landing Document I got an Alberta Health Card, Learners License etc. I have a Permanent resident SIN No. We extended my sons visitor status after 3 months and all was fine. Now the time has come to renew my Alberta Health Card. The registry office is refusing to accept my landing document as proof of status. I am aware that I am unable to apply for my PR Card until I am here 720 days. This will not be until February next year. The Alberta Health Care Specialist said that my Landing document Expired after 5 years. As far as I know this is untrue. I was told previously by an immigration expert that this Landing document never expires. I know I can not travel by with this document. The document worked to buy my house, but why wont it work to get health care now, if it was accepted last year? Is there any where I can get proof if I am right? I have extensively researched all aspects of the immigration procedure during my time here and like to think that I know what I am talking about. My family and I intend to get PR and eventually Citizenship. Thanks in advance.

It's up to the individual government entity what documents they will accept as proof of PR status. Landing documents do expire for this purpose after some time.

i.e. if you didn't have a SIN already, it would be impossible to get one with just a landing document/COPR, since SIN office only accepts these for 1 year after becoming a PR. After that time, they demand only a valid PR card to provide SIN (so luckily you already had one).

However in Alberta, here are the only documents they list to prove status. They do NOT list the IMM 1000 form, only the PR card.

Problem with your case is if you inquire about anything to IRCC, it could trigger a residency obligation investigation and once they see you don't meet the RO they could start process to revoke your PR status. So you need to lie low in Canada without engaging IRCC for anything.

For Alberta healthcare, can you try going to another office to try? Depending on the individual employee you talk to, you may have better luck as not all of them follow their own policies the same way.
