I'm a PR Holder resident outside Canada. Can my husband apply ?

I became a PR holder in June 2015 and i landed in June 2016. I spent 3 weeks after landing and returned to Nigeria.

I recently got married 2 weeks ago and i am aware that i can not sponsor my husband since i am resident outside Canada.

Can my husband apply for a PR himself through EE ?
