NO i wouldn't think so , Logic dictates that if your PR has been denied it means that the application has already been processed. i presume that if someone did do the processing work you will not get your money back.

Yes, if the rejection is before actual "IN PROCESS" status.
 
what if the application is withdraw before 120 days deadline after getting the file no.. any inputs..
 
The question here is if your application is denied not if you withdraw your application so i still maintain the answer is NO. Could you please provide link/proof where it states that i am entitled to a refund if if CIC rejects me for PR.

When CIC eventually sends you a request for providing documents within 120 days , you are given a choice at that stage to withdraw your application and get full refund BUT if you do decide to submit the documents then you have lost your chance for refund.

i guess the other question for ssanndy is at what stage of the PR process are you talking about. Is it the initial application or once it has started

i would like to know both.... Initial application and once the process has started
Also if they accept your application without returning when you first submit it ... does that mean its more likely to be approved?
Does all applicants get an interview?
 
1) if your initial application to CIO is refused, your fees are returned.
2) If you withdraw your application during the 120 day period and request a refund, you will get a refund. It takes about 4 months.
3) If you submit your full application to the local CHC, but withdraw before it begins processing (status changes to "in process"), you can request a refund. No one can tell you how much time you have.
4) Once your application is in process, you cannot get a refund of the application/processing fee.

This info is in the application guide, on the CIC website, etc...

Process starts after sending full documents.
Decide before sending full document whether you want to process or withdraw file.
