The expression "if applicable" seems ambiguous to me. I am wondering it's referring to the fact that the applicant has kid(s) or the intention that the kid(s) is/are coming with the applicant.

"If applicable" refers to whether you have children or not.

If you have children, they must be listed regardless of whether they will be accompanying or non-accompanying.
