If I am applying through Quebec province, is it mandatory to stay there?

If i am applying as FSW for Quebec province, is it mandatory to stay there? Or we can stay anywhere in canada?

My wife is a nurse and i will be applying as dependent since my job is not listed in category.

She has to take any license in Quebec or we can stay anywhere in canada?
