IELTS SCORE FOR CEC NOC Category B Class

I have a quick question..One of my friend scored overall 6 bands in IELTS with the Break down as follows:
Writing : 5
Listening : 6
Reading : 5.5
Speaking : 6.5
Over all 6

Is this is score ok to apply under CEC NOC Category B with this score card or does he have to redo the exam ? Response would be highly appreciated.Thanks!!

NOC Listening Reading Writing Speaking Overall

0, A 7 6.0 6.0 6.0 6.0

B 5 5.0 4.0 5.0 5.0

Friend 6 5.5 5.0 6.5 6.0

Since his NOC falls under B, then he is fine.
