No you don't - it's only needed if you are applying under International Graduates category AND if you are working in NOC "C" level occupations

Please read the checklist one more time - It clearly states:

"Proof of language competency for International Graduates working on NOC "C" skill level occupations"

and only NOC O, A, and B occupations are eligible for Employer Driven Stream

For some immigration programs, your occupation has to belong to those 3 categories
