Is this necessary to go for IELTS preparation for citizenship?
Is their any other option to avoid this expensive thing?

You can go for Linc Classes. with level 4 if I am not wrong. They are free and recognised by cic.

Take LINC classes in your area which are free, and if you got level 4 apply with that certificate.

Or

See where you can take the CLB benchmark test in your area and again if you are level 4 apply with the test result and certificate, if you can communicate and go on forums and what not your level is 4 or more. So don't stress yourself with IELTS and getting ready for it, level 4 is just basic English.

CLB is not accepted by CIC. you have to have post secondary education in English or French or go for your Linc Classes.

Do you have a copy of that from your PR application - you can use it. You don't necessarily have to redo it.
