Question 24. my spouse have no travel documents..are those mandatory??

A passport is a "travel document" for this purpose. It should cover both question 22 and 24 I think.
 
travel document = passport
civil status = national ID card and or birth certificate
 
I don't think a Birth Certificate is capable of being used in this context.
a) it doesn't positively identify the holder is the same person and
b) it contains no confirmation of the holders immigration status.

A passport or national identity card however does both.
