I have a question about the identification documents to be submitted for a minor's online application.
As ID1, I used the PR card.
For ID2:
It says:
The second ID must be issued by the Canadian government.

It seems to be conflicting. Can I use a passport as ID2?

- Hospital or immunization record
- Other ID issued by a foreign government
It seems to be conflicting. Can I use a passport as ID2?
