ICES - can we send transcripts directly?

My university is not listed with WES. I have collected transcripts from my universities for both Masters+Bachelors.

Can i send these directly to ICES or does my universities need to send to ICES?

As i understand, currently only IQAS and CES accept transcripts sent directly by the candidates? Please correct me if i am wrong.
