From the bottom of my heart, Canada is one of the most kind and compassionate countries in the world. I was married to a Canadian but we got divorced. I was single for a while but due to the the VERY low vacany rate in Surrey, I could not find a room to live in because the house owner was asking us roommate to leave the house so the rooms can be rented out. I almost became homeless and in a panic, I called to stay with my brother in Washington. Well that has been three years. The service here suck! Seattle has 11,500 homeless. Housing rents are very high. If I move back it wont be Vancouver...the cost of living is just to much.

I am at the three year of five year limit. Would Canada allow me to come back? would my age be a barrier? I am 53 now. I still want to work but still need to find low income housing. I have no criminal background since leaving but housing cost is WORSE in the Seattle region. I see countless homeless, seniors on street corners, disabled with missing limbs begging for food or money.

You will be allowed to enter Canada. If you don't meet the residency requirement, it's possible you may be reported at the border for failing to meet the residency requirement. However there's likely a good chance you will be able to enter Canada without being reported - in which case you can remain here for two years straight to meet the residency requirements and then apply to renew your PR card.

FYI - Low income housing wait times are years (10+ years in many places). So assume you won't have access to low income housing.
 
Single men of working age and are also low priority for social housing. On top of that you are a PR and a US citizen with no family in Canada. If you haven’t spent many years in Canada, living and working, your pension at retirement age will be much lower in Canada than the US. You also have to think about that. Why are you not considering other areas of the US?
